New report documents policy work at the local level
How are local and grassroots cultural organizations responding to tough economic times? How can a community's cultural sector come together to articulate policy needs and affect policy change? In 2003 the Center for Arts and Culture initiated "Cultural Policy at the Grassroots," a project intended to build knowledge and networks for strengthening cultural policy in local communities. A new report, available at www.culturalpolicy.org/pdf/Grassroots.pdf summarizes the process and discussions of the 2003 seminars, held in Nashville, Los Angeles and New Orleans. The document also provides information for other communities interested in coming together to discuss and act upon cultural policy concerns. Paige stresses that 'No Child Left Behind' supports arts education
In response to accusations that the 2001 No Child Left Behind Act (NCLB) has endangered arts education programs in public schools, U.S. Secretary of Education Rod Paige recently issued a letter to school superintendents reminding them that the arts are identified as a core academic subject under the law, and explaining the ways in which NCLB provides funding for these programs. www.nasaa-arts.org/nasaanews/no_child_left_behind.shtml

FTC proposes rules re-defining “commercial e-mail”
As reported by Inroads, the Federal Trade Commission published a Federal Register notice Aug. 13 seeking public comment on the proposed criteria for determining the “primary purpose” of an e-mail message. In short, the FTC would consider a wide array of association e-mails ­ including those about a conference registration or a new book on industry best practices, for example ­ “commercial,” under its proposed rules. The American Society of Association Executives (ASAE) plans to file comments, but other interested parties can file electronically before Sept. 13 at the following Web site: https://secure.commentworks.com/ftc-canspam/.

Get out the vote!
Americans for the Arts' website now features a Register to Vote page where users can find, download and fill out voter registration forms. Users also have instant access to polling locations and hours, absentee ballots, and extensive federal and state candidate information. Registration deadline for Illinois is October 5th. Election 2004 webstickers are also available for use on your own website. This is an easy (and legal) way to encourage your constituents to make their voices heard on November 2nd. Judith Rothschild Foundation
Grants to promote public awareness of lesser-known American artists. The foundation makes grants to interpret, present, or preserve paintings and other works on paper, photographs, and sculpture by under-recognized American artists who have died since Sept. 12, 1976, a date established in Ms. Rothschild's will. NATIONAL ENDOWMENT FOR THE HUMANITIES
The National Endowment for the Humanities' Consultation grants help museums, libraries, historical organizations, and community organizations develop a new public humanities project or chart a new interpretive direction of an existing program and support the costs of conferring with a team of advisors. Jo-Ann Stores Offers Teacher Grants to Promote Creativity
Jo-Ann Stores, a national chain of fabric and craft retailers, in partnership with the School, Home and Office Products Association, is offering grants in every state through SHOPA's Kids in Need program. The program will fund hands-on projects designed to enhance student learning with small grants of $100 - $500. Grammy Foundation Offers Funding for Music Archiving, Preservation, and Research Projects
With funding from the National Academy of Recording Arts & Sciences, the Grammy Foundation has announced that its 2004/2005 grant program will award $650,000 to music archiving, preservation, and research projects in the coming year. Deadline: October 1, 2004 http://grammy.com/grants/

George and Helen Segal Foundation Offers Funding for Painters

Applications Invited for Blakemore Foundation Asian Art Grants
