Congress finalizes spending bills
On November 20, Congress finalized FY 2005 funding with the passage of a nine-bill "omnibus," which rolled several spending bills into one large $388 billion package. Fortunately, cultural funding was one of the few domestic spending areas that will realize some small increases. A comparison of NEA funding between last year and this year follows: FY 2004: $120.97 million; FY 2005: $121.99 million. The NEA increase will incorporate approximately $2 million for the new American Masterpieces program, which will sponsor presentations of the great American works across all art forms, and will reach large and small communities in all 50 states. Illinois Arts Advocacy Events
In previous years, the Illinois Arts Alliance planned Arts Advocacy Day in Springfield as a way for arts advocates to learn about the process of advocacy and to meet with their state legislators to discuss sustaining and increasing the Illinois Arts Council budget. This year, we believe it will be a particularly challenging year to accomplish our goal of increasing the Illinois Arts Council budget to $2 per person, or $24 million for the arts, humanities and public broadcasting. Therefore, we are alterning our approach to statewide advocacy. Instead of one large event at the capitol, IAA is working with local leaders to plan targeted district events around the state so that arts advocates can meet more personally with their legislators. These events will take place at the end of January and throughout the month of February. We believe this will enable us to more effectively advocate for an increase in the Illinois Arts Council’s budget. In the coming weeks you will hear more about where and when these events will take place. In the meantime, start to think about your organization's own advocacy strategies. Here are five quick ideas:

1) Send a letter to your legislators and the Governor thanking them for your Illinois Arts Council grant.

2) Add your legislators to your mailing list.

3) Personally call and invite your legislators to holiday performances and other events.

4) Become a member of the Illinois Arts Alliance (contact Lauren for more information - bergquist@artsalliance.org ).

5) Encourage your staff and board to sign up for IAA’s Advocacy Alerts and take action, as needed (email Julie@artsalliance.org to sign up).
